President Donald Trump threatened Mexico wth “escalating consequences,” asserting the U.S. ally owes Texas a massive amount of water under a decades-old treaty and is “unfortunately violating their Treaty obligation.”
Under the 1944 U.S.-Mexico Water Treaty, Mexico is obligated to deliver water to the United States, specifically Texas. The treaty requires Mexico to provide nearly 1.8 million acre-feet of water every five years from six tributaries that flow into the Rio Grande.
The country has fallen significantly behind on its obligations during the current five-year cycle, which ends in October. As of last year, Mexico had delivered less than 30% of the required amount, leaving a deficit of over 1.2 million acre-feet.
Exasperating the issue: Farmers and ranchers in southern Texas were “devastated” by low rainfall last year, according to The Texas Tribune.

And the issue has now caught the attention of Trump.
“Mexico OWES Texas 1.3 million acre-feet of water under the 1944 Water Treaty, but Mexico is unfortunately violating their Treaty obligation. This is very unfair, and it is hurting South Texas Farmers very badly,” Trump wrote Thursday evening on his Truth Social platform.
Trump noted that the “only Sugar Mill in Texas CLOSED” last year, and he pointed the finger at the U.S.’ southern ally, railing that “Mexico has been stealing the water from Texas Farmers.” He also took a shot at former President Joe Biden.
“Ted Cruz has been leading the fight to get South Texas the water it is owed, but Sleepy Joe refused to lift a finger to help the Farmers,” Trump wrote.
He added: “THAT ENDS NOW! I will make sure Mexico doesn’t violate our Treaties, and doesn’t hurt our Texas Farmers. Just last month, I halted water shipments to Tijuana until Mexico complies with the 1944 Water Treaty.”
Trump concluded with a threat for Mexico.
“My Agriculture Secretary, Brooke Rollins, is standing up for Texas Farmers, and we will keep escalating consequences, including TARIFFS and, maybe even SANCTIONS, until Mexico honors the Treaty, and GIVES TEXAS THE WATER THEY ARE OWED!”
